The only time I've had a strong whiff of fuel with a Rover is when our '94 414 sli had a leaky petrol tank - the seam weld had rusted and failed in places - worth a check I suppose (?)

I had this on track with the BRM. It turned out to be the pipe between the filler and the tank. Check the rear tyre to see if any petrol is on it as that's how I figured out where the leak was. Hope this helps.

Dunno if its any help, but some years ago I had a similar problem with a 309GTi. I damn near spun it coming off a roundabout when the back end suddenly broke away. I knew it were loose at the back, but this was serious - and accompanied by a strong petrol smell. Turned out the gasket on the fuel gauge sender unit had gone, and when reasonably full of juice, enthusiastic cornering dumped fuel all over the wheel. Because it was petrol, it dried real quick, so the evidence went quite quickly.
